You, the technical program manager, are the captain of the ship.
This doesn't mean you make all the decisions. Instead, you're essentially a captain-for-hire, specializing in running an effective crew to get from point A to point B. People want you to be the captain because they are confident in your ability to get the cross-functional crew across the ocean to their destination.
Each voyage has specific goals, all of which are important. The uncertain path ahead needs an expert who can tame the chaos and create order.
