Forsgren, Nicole, et al. 2018. Accelerate: The Science of Lean Software and DevOps: Building and Scaling High Performing Technology Organizations. This book contains a discussion of Westrum’s organizational culture model applied to IT organizations.

Curtis, Bill, et al, 2009. People Capability Maturity Model (PCMM), Version 2.0, 2nd Ed. This document describes an approach to maturing Human Resources practices in technical organizations. The approach is logical, and the value seems apparent. The document can be difficult to read. I suggest starting with Figure 3.1 for context.
